This research discusses the Ponorogo government's efforts to improve the quality of Islamic education through collaboration with the Pattani city government through collaboration with the Pattani city government which is hosted by Pondok Modern Darussalam Gontor. Changes in interaction patterns between countries that occur due to the very rapid development of technology and information. Making globalization increase, thus encouraging countries to open new ways of communication for countries through the behavior of subnational actors to carry out foreign cooperation. This research succeeded in finding the importance of identifying potential and challenges by subnational actors to be able to maximize paradiplomacy cooperation. This research uses a qualitative analytical approach and finds facts about Ponorogo's potential specifically in the field of education. However, the challenge found is the lack of attention from the central government to carry out further paradiplomacy cooperation. This challenge can actually be overcome with cross-sector collaboration, starting from the government, the education community and society.
